Begin with a case number, full legal name, and the court that ordered the evaluation or restoration. Do not begin by assuming KOOL must contain the answer. KOOL is authoritative for people committed to Kentucky DOC, but KCPC is operated by the Cabinet for Health and Family Services. A person can have a DOC record and a KCPC episode, yet the two systems answer different questions.

- Request the signed commitment, return, transport, or discharge order from the clerk that holds the trial-court file.

- Describe the result as departure from KCPC until community return is independently confirmed.

The Oldham Circuit Court Clerk is at the Judicial Center on West Main Street in La Grange. The clerk owns the local trial-court file and can provide a signed order when it is public. Online case data is a locator, not the official court record. An order can establish legal authority, but a receiving-agency log is stronger for physical custody after transport.
When a response cites confidentiality, request segregation. Segregation means separating releasable material from protected content. A basic date or agency-routing entry may be treated differently from diagnosis, treatment notes, or security-sensitive information. KCPC shares the Luther Luckett campus under a services agreement, but the institutions remain legally distinct. Luther Luckett is a DOC prison. KCPC is a CHFS hospital. The same street address can therefore point to two different operators, record systems, and release paths. Confirm the institution name on the commitment or custody record before making a request.
KCPC Court Release Evidence
The case docket answers what the judge ordered. It may show evaluation orders, competency findings, later hearings, transport directions, or a discharge-related order. It does not always show the precise moment of movement. Obtain the signed order, then compare it with custody records from the sending and receiving agencies.
A dismissal or bond order in one case can coexist with a hold in another. Likewise, completion of a hospital evaluation may return the patient to pretrial detention. Use exact phrases such as “returned to the committing court,” “transferred to the receiving jail,” or “discharged under the court's order.” Avoid the broader word “free” unless the records rule out all continued custody.

KCPC VINE Event Limits
Kentucky VINE includes information from mental-health facilities as well as local jails and adult corrections. A named-person result can help locate a reported custody event. Still, VINE is supplemental. Its “release” statement applies to the agency that supplied the data and does not rule out return to a jail, court transport, or admission under another authority.
Search by exact name or offender identifier and compare the facility before relying on the result. Preserve the event label and date. Then check the committing court and receiving record. A VINE non-result should be stated only as no matching result at the time searched, since name variation, protected information, coverage, or delay may explain it.
KCPC Protected Record Boundaries
Forensic placement creates both court and health records. The public case may show that an evaluation was ordered, that a competency issue was addressed, or that the court directed a return. Clinical notes, diagnosis, treatment detail, and protected personal data follow stricter access rules. A requester should not expect a public custody inquiry to open the medical chart.
A narrow request improves the chance of a useful answer. Ask whether an existing nonclinical admission, transfer, transport, or departure entry identifies the date and sending or receiving authority. State the case number and date range. If part of the record is exempt, ask for segregation of the nonexempt portion and the legal basis for any withholding.
The same care applies to VINE and court data. A portal entry can be delayed or incomplete, while a case order may authorize movement before transport occurs. Match the signed court action with a dated custody event from KCPC and an admission entry from the receiving agency. This protects clinical privacy and still answers the limited question of which authority held the person next.
